Technical Project Manager

 

Description:

Stafflink is seeking an on-site Technical Project Manager with a Computer Science (CS) background to oversee IT resource management, hiring, and project execution for a key enterprise client. This role requires deep expertise in software development, cloud computing, cybersecurity, and IT project delivery to ensure efficient talent acquisition, workforce deployment, and compliance with IT security standards.

 

The ideal candidate will act as a technical bridge between Stafflink and the client, ensuring seamless hiring, training, and management of IT professionals across Pega development, cloud infrastructure, cybersecurity, and DevOps.

 

Key Responsibilities

1. IT Talent Acquisition & Resource Management

Work closely with client stakeholders to analyze IT project requirements and define workforce needs.

Oversee the end-to-end hiring process for technical roles including Pega Architects, Full-Stack Developers, Cloud Engineers, Cybersecurity Experts, and IT Support.

Ensure all hires meet technical skill requirements, security clearances, and compliance mandates (e.g., FedRAMP, FISMA, NIST 800-53).

Develop onboarding and training programs to align new hires with client objectives.

2. Project Execution & Technical Oversight

Lead and manage on-site IT teams, ensuring efficient execution of client projects.

Oversee software development, DevOps, cloud migration, and cybersecurity projects to ensure quality and compliance.

Align IT staff with Agile, Scrum, or DevSecOps methodologies to optimize productivity.

Monitor team performance and implement process improvements for continuous efficiency gains.

3. Compliance & IT Security Management

Ensure adherence to government IT security policies, including FedRAMP, FISMA, and NIST 800-53 compliance.

Conduct internal security audits on deployed IT solutions to mitigate risks.

Implement Zero Trust Architecture (ZTA) principles for remote and cloud-based operations.

Maintain strict access controls, data protection policies, and secure coding practices.

4. Client Communication & Reporting

Serve as the primary liaison between Stafflink and the client’s technical leadership.

Provide weekly reports on resource performance, project milestones, and risk assessments.

Conduct technical presentations to showcase workforce capabilities and cost-saving benefits.

Lead monthly strategy meetings to align IT workforce deployment with client goals.

 

Required Technical Expertise

✅ Programming & Development: Java, Python, .NET, Node.js, Pega Development

✅ Cloud & Infrastructure: AWS, Azure, Google Cloud, Kubernetes, Terraform

✅ Cybersecurity: SOC operations, IAM, security audits, compliance frameworks

✅ DevOps & Automation: CI/CD pipelines, Infrastructure-as-Code (IaC), Jenkins, Ansible

✅ ITSM & Compliance: FedRAMP, FISMA, NIST 800-53, ITIL, ServiceNow

✅ Project Management Tools: Jira, Confluence, Azure DevOps, Trello

 

Qualifications & Experience

🎓 Education: Bachelor’s/Master’s degree in Computer Science, Software Engineering, or related field.

📌 Experience: 5+ years in IT project management, software development, or cloud engineering.

📌 Certifications (Preferred): PMP, AWS Certified Solutions Architect, Pega CSA/CSSA, CISSP, or CISM.

📌 Strong Analytical Skills: Ability to optimize IT workforce and align with project goals.

📌 Communication: Ability to convey technical concepts to business executives.
