Description:
To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State's health development agendas and emergency/resilience programmes, and harmonized with the United Nations country teams.
Description Of Duties
The incumbent will perform the following duties:
1- Provide technical assistance to establish a structured national AMR programme as part of the WHO Joint Collaboration Programme and to be aligned with the WHO AMR global action plan.
2- Provide technical assistance to the Ministry of Health and other health partners and institutions to identify critical gaps and needs in AMR surveillance, laboratory capacity, infrastructure and network and developing a work plan with timeline to establish a structured national AMR programme and ensure smooth project information flow on activities.
3- Serve as the focal point for implementation of AMR/Korea International Cooperation Agency (KOICA) project in the country through effective coordination with HQ and EMRO to support the national AMR programme; ensure timely implementation to AMR/KOICA project workplan, mobilize external technical support, write project progress and final reports;
4- Strengthen antimicrobial surveillance by laboratory capacities, infrastructure and network for AMR as well as strengthening prevention and control of infection in health care facilities.
5- Strengthen tripartite collaboration between World Health Organization, World Organization for Animal Health (OIE)and the Food and Agriculture Organization of the United Nations (FAO) to combat antimicrobial resistance, to work as One Health approach that includes animal, food, environment, education, pharmaceutical, research and other relevant sectors as necessary to agree on and work towards a coordinated response AMR and promote best practices to avoid the emergence and spread of antibacterial resistance, including optimal use of antibiotics in both humans and animals.
6- Participate in updating and adapting relevant national guidelines, materials and tools related to AMR surveillance and laboratory.
7- Liaise with counterparts, scientific bodies, to facilitate exchange of information and sharing of lessons learned from other countries, facilitate the discussions around the health sector with partners and through the donor forum.
General management
8- Review and make recommendations for action for the relevant additional requests by the national authorities, assess feasibility and identify implementation needs and solutions.
9- Proactively provide inputs to participate in resource mobilization activities for developing project proposals reflecting health priorities in the country, ensure the needed follow up in terms of timely implementation, monitoring, and timely donor reporting.
10- Develop technical briefs for mission and background reports, WR speeches, presentations, and other material related to the areas of responsibility and provide advice to the national authorities in preparation of technical reports, briefs and other documents as needed;
Required Qualifications
Education
Essential: Universitydegree in medicine or veterinary medicine or public health
Desirable: Training in epidemiology
Experience
Essential: At least five years of experience in the field of public health with focus on communicable diseases and animal-human health diseases
Desirable: Experience in project management, coordination, capacity building, planning programmes, planning, monitoring and evaluation, developing and promoting collaborative partnership.
Skills
Relevant work experience in WHO, other UN agencies.
