Save the Children is seeking a The Monitoring, Evaluation and Learning (MEL) Consultant will support the PCASS project by ensuring that advocacy efforts are evidence-based and that monitoring, and evaluation (M&E) processes provide actionable insights to drive project improvements. The consultant will support the achievement of Output 3. A regional monitoring mechanism for the advancement for Safe Schools in the Pacific is established for the PCASS project. They will work closely with government bodies and partners to promote comprehensive school safety and disaster risk reduction (DRR) in line with the project’s goals.

In this consulting assignment you will: key responsibilities (maximum 6 short bullets)

· 1 Analyse existing safe schools monitoring and reporting systems with PCASS countries

· 2 Develop a regional monitoring framework, conduct the baseline assessment, develop the indicator guidance document to guide regional reporting structures.

· 3 Propose a process or template and approach to regional reporting for national governments.

This consultancy requires:

· 1 Bachelor’s degree in social sciences, Development Studies, Monitoring & Evaluation, or a related field.

· 2 At least 2-5 years of experience in MEAL roles, ideally in the context of education, disaster risk reduction, or development projects.

· 3 Strong MEL experience, including data collection, analysis, reporting, and feeding lessons learned into decision-making processes.

· 4 Excellent written and verbal communication skills, with the ability to translate complex project data into accessible formats for various audiences.

· 5 Demonstrated ability to engage with government officials, partners, and donors in developing MEL tools.

· 6 Proficiency in using MEL tools and frameworks, and experience in designing and implementing data-driven monitoring and reporting systems.
