JOB PURPOSE

In line with the WFP Protection and Accountability Policy 2020 and the WFP Community Engagement Strategy 2022-2026, develop a Protection and AAP function that supports the type of programmes and operations of WFP Pakistan and partners in order to:

• Actively consult/engage affected populations throughout the programme cycle to design programmes around their diverse needs and realities.

• Prioritize safety and dignity and avoid causing harm, preventing and minimizing unintended negative effects of WFP and partner interventions.

• Ensure meaningful access, ensuring that barriers for affected populations to access assistance are mitigated.

• Establish accountability to affected populations by establishing appropriate approaches, processes and mechanisms for beneficiaries to participate throughout the programme cycle.

• Empower communities as active stakeholders for understanding and claiming their rights to participate in all processes for decision making related to the initiatives and systems that affect them.

• Uphold organizational commitments to representing the full diversity of the people WFP serves, doing no harm and ensuring that no one is left behind.

 

KEY ACCOUNTABILITIES (not all-inclusive)

The Officer will be responsible for the following tasks:

Programme support to integrate protection:

• Lead and regularly update context and protection risk analysis and diversity mapping.

• Advise the country office and cooperating partners on the implementation of mitigating measures in operations and appropriate adjustments to ensure the inclusion of most vulnerable and at-risk categories.

• Provide strategic and technical support for the mainstreaming of protection across WFP operations in the country.

• Support the country office and cooperating partners to integrate protection in assessments, monitoring, evaluation, and reporting tools.

• Contribute to the design and implementation of approaches related to information provision, community consultation, feedback and complaints mechanisms.

• Develop a contingency plan for rapid scaling up of protection and AAP mechanisms in the event of another large-scale emergency, including the CFM system.

• Support the country office and cooperating partners to implement good practice in data protection and privacy.

• Partner with RAM team and programme colleagues to conduct research/studies on key areas of concern around protection and AAP in Pakistan, in order to guide the design and implementation of programme activities.

• Develop a workplan for the rest of CSP 2023-2027 to implement the function, starting in 2024, based on the approved elements of the proposed function.

Capacity strengthening:

• Develop and implement a capacity-building strategy on protection, inclusion and community engagement for cooperating partners and WFP staff.

• Propose a Protection and AAP function to meet the needs of WFP Pakistan and partners, including key activities and responsibilities for CE, protection and AAP.

• Provide mentoring and support to staff in relevant functional areas.

• Document lessons learned and best practices in protection risk analysis, mitigation, and integration.

• Disseminate WFP corporate guidance on Protection, Inclusion and AAP

Partnerships and interagency collaboration on protection:

• Represent WFP in interagency fora on protection.

• Promote partnership with and cross-learning from cooperating partners on integrating protection

in food security activities.

• Liaise with protection partners on analysis, capacity development, referral procedures and pathways.

• Review key partner Protection and AAP initiatives and systems (Government and CPs) and meet with key representatives to discuss integration or complementarity of their systems and WFP system requirements.
