Description:
The World Food Programme (WFP) has been present in Pakistan since 1968. Its new Country Strategic Plan (CSP) 2023-2027 supports national development priorities, providing critically needed relief and nutrition support to vulnerable population groups and complementing government efforts to enhance food and nutrition security. The RAM unit has the responsibility to support and ensure adequate, appropriate, and timely gender responsive assessments and monitoring of their programs, for accountability and learning purposes.
KEY ACCOUNTABILITIES (not all-inclusive)
The Programme Policy Officer (Research Assessment, Monitoring and IM) will have responsibilities related to Information Management (IM) for both VAM and M&E. These responsibilities, in order of priority, include data visualization, data standardization/integration, and survey support.
Deliverable 1: [Visualization/dashboards]- Lead the data visualization/evidence sharing/information product design process:
• Develop country and province-specific monitoring and/or VAM dashboards/visualizations.
• Review COs’ existing visualizations to improve their design and usability.
• Support RAM and other interconnected units with data analysis and visualization along the evidence value chain.
• Develop country and province dashboards/visualizations that enable COs to track their monitoring progress/performance using visual analytics.
• Support management and other units in the CO by developing dashboards/infographics to be used by internal or external audiences.
Deliverable 2: [Survey support] - Support the design of assessment and monitoring surveys.
• Provide sound technical advice on the design and implementation of gender-responsive assessment and monitoring surveys in the CO and national government. This includes but is not limited to providing advice on suitable indicators; methodology and tools for data collection and analysis; leverage of
secondary data (national census, surveys, etc.) to support the monitoring and the analysis and interpretation of information.
Liaise with RBB to enhance the utilization of remote surveys (mVAM/rM&E) and integrate with the existing practices in the region, promoting the use of different technologies to reach beneficiaries in access-constrained areas and to improve monitoring efficiency.
• Support CO staff with MoDA platforms and provide day-to-day MoDA support to COs including liaising with TEC as required.
Deliverable 3: [Data standardization, integration] - Work closely with the Head of VAM and M&E on country data analytics including data standardization and integration linking to the evidence value chain.
• Review assessment/PDM data as well as data collection forms/questionnaires and reconstruct them using the standardized code book. Update the code book based on new variables in PDMs and/or other monitoring tools.
• Support the generation of reproducible data analysis using the latest data science technologies (R, GitHub etc.), linking with corporate analytics of COMET data and aligning with HQ RAM/RBB team analysis initiatives.
• Develop integrated platforms for specific activities, notably CBT, bringing various data sources together facilitating reconciliation of data, turning data into information, and creating valuable insights in selected COs as needed.
• Support the digital automation of the evidence generation process (from data to information products) using technologies such as: Tableau Prep, Tableau Desktop, Tableau Server, APIs and Microsoft Flow.
Deliverable 4: [Process monitoring system design & support] - Lead strengthening process monitoring
systems in the region.
• Define business requirements to enhance issue-tracking systems for COs.
• Support the adoption of recommended issue tracking systems enabling timely issue escalation as well as issue closure for accountability and programme quality.
• Support with assessments and monitoring in emergencies, standard questionnaires, and surge support TORs
STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCES
EDUCATION:
Advanced university degree in economics, econometrics, statistics, social sciences, public policy, public health, or other applied quantitative field or first level university degree with 2 years of additional experience in the relevant field.
EXPERIENCE:
Minimum 3 years of professional/managerial level work experience in designing and managing M&E Systems/frameworks, quantitative analysis and field research preferably with international organization or UN system.
Deeply passionate about humanitarian assistance and international development; A good understanding of how to mainstream gender equality and women’s empowerment indicators into monitoring activities; Strong critical thinking skills; Familiarity with Sustainable Development goals and indicators and targets a definite advantage, as would be previous work experience with WFP or the UN in M&E.
KNOWLEDGE & SKILLS:
• Outstanding data analytics, data management and visualization skills.
• Proven experience with Tableau, SPSS and/or STATA, R, Python required.
• Experience with additional programming languages.
• Ability to ensure that assessment/monitoring processes are gender responsive.
• Ability to draft professional reports and guidance documents without the need for additional editing
before publishing.
• Knowledge of WFP work would be considered an asset.
