Description:
The successful candidate, as first full-time CEO, will play a foundational role in setting up NCGCL as an institution of national significance and international visibility. This will include advising NCGCL Board for defining transformational vision for the entity, hiring core team, developing business plan, formulating operational policies and origination of high-quality credit guarantee portfolio.
Job Responsibilities
Strategic Leadership
Develop and execute a strategic vision for NCGCL, aligning with the mission to support availability of credit for SMEs in Pakistan.
Lead the formulation of business strategies, and dedicated products (sector based e.g. green, gender specific guarantees, fintechs, agriculture or instrument based – supply chain financing etc.) to maximize the impact of credit guarantees on SME development.
Business Development
Monitor the growth of the company’s guarantee portfolio over time
Measure the success of initiatives related to the development and launch of new guarantee products or enhancements to existing products.
Determine and monitor key financial metrics and gauge the brand’s reputation in the market on a periodic basis
Team Leadership and Development
Recruit, develop, and retain top-tier talent, ensuring the team is well-equipped to achieve organizational goals.
Foster a culture of innovation, collaboration, and excellence within the organization.
Create an inclusive work environment with zero tolerance towards bullying, harassment and any threat to the psychological safety of employees.
Development Impact
Lead the design and implementation of Development Impact Policy for NCGCL. The policy, along with other parameters, will guide credit guarantee decisions and measure the impact of portfolio for reporting to NCGCL sponsors, funders and wider market.
Investment Management
Lead the investment strategy, optimizing returns aligning with the long-term Investment Policy as outlined by the Board.
Collaborate with the investment team to identify and evaluate opportunities that align with objectives as outlined in the Investment Policy.
Fundraising and Capital Deployment
Engage with multilateral institutions, commercial institutions, and impact funds to secure funding for initiating credit guarantee programs, while supplementing existing capital base.
Effectively deploy capital to generate a positive impact on SMEs while ensuring financial sustainability for NCGCL, as well as for the credit value chain.
Risk Management
Oversee the development and implementation of robust risk management frameworks, including risk modeling and stress testing.
Oversee development of dedicated credit risk scoring models to institutionalize a more systemic credit risk management process.
Monitor and manage credit risk, ensuring that NCGCL’s guarantee portfolio remains resilient and aligned with its mission.
Put in place strong risk management to ensure that NCGCL and its guarantee instruments enjoy high/market acceptable credit rating
Stakeholder Engagement
Cultivate and maintain strong relationships with sponsors, government bodies, regulators, multilateral institutions, impact funds, and other key stakeholders.
Act as the primary spokesperson for NCGCL, representing its mission and impact at industry events and forums.
Eligibility Criteria
Education & Experience
Postgraduate degree in Finance, Business Administration, or a related field. Certification in Risk Management or Actuarial Science will have an added advantage.
Proven leadership experience of at least 10 years, as a CEO or in a senior executive role within the financial sector, with a focus on SME finance and impact investing.
Strong background in investment management, risk modeling, credit guarantee programs, and/or credit risk management.
Knowledge, Skills & Abilities
Demonstrated understanding of the challenges and opportunities facing SMEs in Pakistan, and in other emerging markets.
Excellent communication abilities, including active listening, clear articulation of ideas, and effective presentation skills to connect with stakeholders at all levels.
The capability to build diverse, high-performing teams, with the capacity to understand and manage emotions.
Capacity to think strategically, analyze complex situations, and make decisions that align with long-term organizational goals.
Being adaptable to change and able to pivot strategies or approaches in response to evolving market conditions, technological advancements, or unforeseen circumstances.
